When you say, blocked from the server, do you mean blocked by company’s server or ISP server? If it is company’s server, dont even try it. it may cost you your job.
If it is blocked by ISP, you can access the blocked website using free proxy (anonymizer) sites available to access any website. Do GOOGLE with anonymizer or “free proxy site” as key words and you will get lots of websites.
Now, there may be another situations (but they are unlikely if you are the only one using your PC):
1. The site entry is made to windows hosts file (C:WINDOWSsystem32driversetc in XP)
2. Someone put that site into restricted sites list of browser (try a diff browser and see if it works)
3. Site is blocked from the router (if you are using one)
